WorkersUnique ID in the Worker REST API response

Summary:

On the worker rest API response, there is a workers unique id in all the child reference.

1) Is the unique id always same for one Person ID?

2) We are building an integration, could we store the person number and workersUniqID in the table to navigate easily to the child resources or it may change as well?

3) Additionally, I notice that there is a value 00020000000 appended with the unique id.. What is this value?
