Can a standard rate's defined rate frequency be changed to differ from the program without removing the plan from program?

Content (required):

I have a special scenario in which employees enter the per pay period cost (24 pays) for their HSA rather than an annual amount. These HSAs are in program and the program has the following setup:


When I input the deduction amount, it appears to multiply the amount by 12 (monthly) to provide the annual amount, and that this input seems to be based on the defined frequency.


Therefore, when I submit the enrollment the communicated amount shows $50. This is cutting my deduction input in half. I am assuming this is all occurring based on the setup at the program.
