Update Goals Action is Greyed out for Manager

Summary:

Hello,

We're not using the synchronize option for goal management. We want the line manager to manually update the goals.

The line manager has already approves the goals.

When he goes to the performance document --> click on the set goals task (renamed to set performance objectives) --> and under evaluation topics he sees that 0 performance goal is showing despite approved. Therefore, he should perform the task update (see second screenshot) but the action update goals is greyed out.

Please advice.
