Column CARD_STATUS_CODE in EXM_CARD table showing Active on Inactive cards

Does anyone know why the column CARD_STATUS_CODE in EXM_CARD table has value of Active when Card is Inactive? I have not been able to find the UI field that this column is referring to. Thanks
