Open Enrollment for 2024 - What is needed if only making rate changes for an upcoming enrollment yr?

I am wanting to update the plan rates for the upcoming 2024 benefits period, but unsure of how to do this as I haven't found any conclusive documentation stating starting a new enrollment year. We have an existing program in place that we used for 2023 enrollment, and only the rates are changing for 2024. Can we adjust existing plan rates to be effective for a future date without negatively impacting the existing rates for the current year’s benefits plans? If we cannot adjust the existing plan rates to be effective for a future date, will a new program and plan config
