'Add Employee' from action bar missing in case management

I have been working on a demo environment from Oracle and 'Add Employee' option is available in the demo environment in Action Bar in Case management. However, when I was trying to implement case management in a client's dev environment, 'Add Employee' is not there. Any idea how I can get 'Add Employee' action?
