Prohibited preventing save Alert workforce compensation

Hi there, does anyone know how the Prohibited preventing save alert type it supposed to work? I have tested and although the alert shows, it still allows me to save. I've tested using an error preventing save alert type and that does raise an error when I attempt to save. There doesn't appear to be anything in the implementation guides explaining how this alert type should work.
