Can i add same competency twice in two different Competency Sections in Performance Document?

Summary:

I have 2 Competency section. Manager need to rate same competency in both sections. But system is not allowing to select same competency if already added in 1st section. Is this Standard feature, competency can be added just once in Performance Document?

User trying to add 'Leadership Competency' in Section 1 and Section 2. But unable to view 'Leadership Competency' in Section 2 when it is already added in in Section1.
