Has anyone been able to make the Redwood pages for Benefits work?

Summary:

I've been trying for some time now to enable, and get to work, the Redwood pages available to benefits.

Pages NOT having to do with person data, such as Configure Benefits Batch Process Parameters, work fine. So this validates that I've enabled the Administrator Profile Values correctly (ORA_HCM_VBCS_PWA_ENABLED and ORA_BEN_ADMINISTRATIVE_ENROLLMENT_REDWOOD_ENABLED).

Using Person Benefit Info as an example; I can navigate to the new page via the quick action. But can find nobody in search or see any data (Screenshot of what I'm seeing is below).

I also already created a new custom Job Role based off the seeded Benefits Manager job role. I then ensured this custom job role had the required privileges, duty roles, and data security policies as indicated in the release notes. Then I created a view all data role based off this custom job role. Then I ran the Import User and Role Application Security Data scheduled process as good measure. Still no luck.
