Prompt when cancelling a requestor with sourcing activity

Content (required):

Scenario: A sourcing/ negotiation activity is on-going for an approved Purchase Requisition. The Requestor then cancelled the Purchase requisition with on-going sourcing activity. There is no warning message or prompt message to inform the requestor that there is an on-going activity for the Purchase Requisition. Requirement is to either (1) not allow the requestor to cancel a PR with on-going sourcing activity or (2) a message will prompt if the requester attempt to cancel the PR.
