How can users view catalogs and create carts, but not submit requisitions?

Summary: We would like to provide our users the ability to see catalogs and create carts, but not be able to submit requisitions. Our users used to a window shopper role in previous eCommerce platform that allowed individuals to shop and route cart to approvers without ability to submit requisitions
