Trigger for Unrestricted Life Event

Summary: What step should an Unrestricted Life Event trigger?

Content (required): I have a client that has two benefit Programs; one being unrestricted for Deferred Compensation elections. In ESS, when the Employee (EE) finishes reviewing People To Cover, the Unrestricted Life Event is being created before the EE even selects the unrestricted program. During Open Enrollment it is creating an Unrestricted life event every time the EE begins to review records. I am aware of the Enrollment Display>Self-Service Configuration>Unrestricted Processing Enablement options but the client is not interested in restricting it during Open Enrollment. Are there options I cannot locate to not have the Unrestricted Life Event
