Donation plan mass enrollment

Has anyone found a way to mass enroll employees in the Donations plan?

(1) Current functionality has no way to mass enroll employees in the Donations plan - we ran the ‘Update Accrual Plan Enrollment’ process with the specific plan = Donations, but employees were still not enrolled in the Donations plan. The only way we found to enroll employees in the Donations plan is manually enrolling each individual employee through Absence Administration. Our client would like to enroll their entire employee population in the donation plan which would be a very manual and time-consuming process.
Are there any other ways to mass enroll employees in the Donations plan? Have you seen any other clients discover a work around for this? Possibly using an HDL?
