Unable to add link in the "Instruction Text" under plan

Navigation --> Benefits --> Plan Configuration --> Plan --> Update

In the "Instruction Text", I am unable to add a link (this link will take Employees to the Vendor page where they can they can accept the agreement before enrolling in the plan for which they are eligible)

Please guide.
