Edit Distributions out of Balance

Summary:

During invoice approval, users are able to Edit Distributions through the notification. If the user changes the total amount of the distributions to an amount greater than the Line amount we are receiving an error message. This seems to be working as expected.

However, if the user changes the total amount of the distributions to an amount LESS than the the Line amount there is no error and the user is able to Submit the edit and approve the invoice. When the invoice returns from approvals, it is out of balance and in Needs Revalidation status but workflow approved.
