Non manager accessing transferred performance document

If you transfer a performance doc to a non-manager employee, how to they access the doc to do the evaluation?

We have situations where we would like colleagues who aren't managers in the system to evaluate performance docs. We can transfer the docs to them in the usual way but they then can't seem to access them. How can they access them without having access to My Team. Thanks
