How to route Serial approval for different roles assigned to users through workflow spreadsheet?

Summary: We have requirement to route approval of Invoice through serial by using Job roles. After 23C upgrade we need to use spreadsheet upload for approval workflow. Approval hierarchy is Approver1 assigned with role1 and approver 2 is assigned with role2. Created two rows as rules in spreadsheet.

When Invoice is sent for approval notification is being sent to both approvers at a time instead of Serial. Please suggest
