Checklist is not automatically triggered when a Pending worker is created

Summary:

We have a checklist in which Enterprise Onboarding has Action as Add Pending Worker and Step has action has Hire.

It was working fine earlier. It stopped working when we deactivated this( as we have created other checklist) and reactivated again (as new checklist has issues).

Any specific reason for this issue? Also the Profile option HRC_DISABLE_HCM_EVENTS_PROCESSING is set to N only.
