Unable to assign a new business unit to the existing receipt rule , Manage Expense Report Receipt and Notification Rules

Am i missing a role/privilege? Have the standard expense manager , auditor , audit manager roles

Also for the new business unit , the only option available in the expense report template , receipt requirement template for the type of receipt required is Original , am assuming that this is because the rule is not assigned
