Requirement to validate National Identifier

Hi Team,

We've a requirement to validate National identifier based on Gender and Date of birth input value.

For example If an Employee is Male and Date of Birth is 01/01/2000 then National identifier number should contains 100(Male =1 and last 2 digits of birth year). Could you please let us know if we can do this validation using fast formula. If yes, please share type of fast formula that we have to use. Thanks
