Display "Target Proficiency Level" within a document without requiring a rating

Hi experts,
Is there a way to display each item's "Target Proficiency Level" within a Performance Document competencies section without requiring the "enable item ratings" setting to be checked on? It seems that the only way I've found to be able to display that label is if "enable item ratings" is checked on and managers/employees are forced to provide a proficiency rating. Whenever the "enable item ratings" for the section is ticked off, the "Target Proficiency Level" checkbox is greyed out and unselectable.
We do not want to give line managers and employees the option to provide a proficiency rating, however we would still like for them to see the "Target Proficiency" for the employee's competencies.
