Manager should receive a notification on employee deleting a goal

Summary:

 In the goal management notifications, currently there is no notification that a manager should receive on employee deleting a goal created by himself/herself.

Content (required):

Employees can delete their own created goals. There is no notification to managers when the goal is deleted by employee. Unless approvals are turned on the managers will not be notified of any goal deletions.
