Benefit Certification suspend not triggered for Life Insurance increase during Open Enrollment

Open Enrollment LE not triggered for amount over $20k.

During Open Enrollment we can increase our Life Insurance $20k up to the guaranteed issue amount which is $300k. I have scheduled the process however the Suspend enrollment is not being triggered when an employee increased more than $20k. What am I missing here?
