Add a button that will display a report in "employee area > Goals"

Hi,

We want to add a new button under "Employee area > Goals" to have direct access to a BIP report. The new tile should be created in the position as shown in the screenshot below.

We tried Page Composer to add the button, but it did not work. The Add button for page composer is disabled.

Can someone please help with the required steps.
