Can we send bill only type of Sales Order lines to OTM?

Summary: We have a business flow, where client send shipment to a Customer ship-to but when truck reaches to the end customer inventory than they inform the business that they will not able to accept it because of some reason and they have to ship the same shipment to some other customer. We are planning to fulfill this requirement by creating a bill only order for new customer and since we need freight charge from OTM so we need to send the Data to OTM by using which they can do the planning and calculate the freight which can be
