how to set approvals for performance goals set by the line manager

As per the business process:

  1. Goals set by the employees should be sent for approval of Line manager and Organization development team.
  2. Goals set by the line manager to the employee should be sent for OD's approval only.

The goals set by the employee are following the approval but for the goals set by the line manager approvals are not being triggered. Is there any way to achieve this requirement.
