Delete goal from performance document

Hello,

We have a situation where an employee is unable to delete a goal from his performance document even though the goal was created by him. I am able to remove it as him in our test environment, but not in production. His document was moved to manager evaluation, and I've moved it back to self-evaluation, but he still can't delete the goal from the performance document. The "Delete" button is grayed out. Does anyone have any idea on how to achieve this?
