unable to submit the All In One Evaluation

Summary:

Why is the Submit button at the top right disabled? I have bypassed the self evaluation provided overall performance rating, but cannot click the submit button

It also seems that the ALL in ONe Evaluation is so click intensive. I though using this function speeds up evaluating the employees in one page.

Please advice the how to submit this all in one evaluation
