Is it possible to create two overlapping enrollment windows for a particular Benefits Program?

Hi Team,
We have encountered a scenario where we need to create two overlapping enrollment windows for a particular Benefits program. We need some guidance on the feasibility of it in system and Oracle best practices to handle the scenario. The window starting sooner will have admin users. While configuring the enrollment window, we are getting the below error as mentioned below:
Error: You can't create duplicate enrollment requirements because the life event already has these requirements configured. Check the life event setup and try again. (BEN-990815)
