Approval - Restrict top participant based on responsibility type

Summary:

We have a requirement where the approval needs to go to management hierarchy 2 levels. However, if the 1st manager is Division director (based on Responsibility type) then the approval should not go to second level manager.  Also, there is another level on Division Director and that is also division director. and we need to get the last approver as first division director.
