Restrict with Draw and Cancel action once the PR is approved or in Negotiation

Dear All

We have a requirement from business to restrict with Draw and Cancel action once the PR is approved or in Negotiation , I found the solution by using sandbox using EL Expression to hide , but the issue here is , the EL Expression works on header level approval status , So if the PR has three lines and one is approved and 2 is returned the user not able to with draw and edit . is it possible that EL Expression Can make based on the line status, the current EL Expression used is as below
