Spouse Insurance Coverage Maximum

I'm trying to configure the Spouse Insurance Coverage Maximum so that the spouse coverage is not more than 50% of the EE Voluntary Life coverage amount. The 50% is designated on the program level, and I've checked the Subject to Spouse's insurance coverage maximum percentage on the Employee Voluntary Life plan type. When I test this I am getting an odd error.

The Employee Voluntary life and Spouse Voluntary Life are on separate plan types. For this configuration to work, do they need to be on the same plan type?
