Summary:

We have discovered that employees' payroll bank accounts are showing up in their Expenses bank account list, AND that the invoice creation process for expense reports is selecting a non-primary account from that list.

This is a very concerning development that has no obvious cause. Oracle has maintained that payroll and expense bank accounts cannot be linked or shared, yet that is clearly happening now. SR is in progress.
