While adding Candidate pool in audience criteria in campaign no candidate is getting mtached

Summary:

We have created one candidate pool and it has the candidate with Location UK , now the campaign which we have created has tied to Requistion XYZ which has a location for UK, but then also there is audience criteria getting matched? i tried with other filter like Location and type of candidate they are working fine it means there is no issue with notification
