Can we create Custom Pending Actions in Benefits?

Summary:

Can we create Custom Pending Actions in Benefits? As far as I know you cant create custom list of Pending Action as the lookup BEN_ACTN_TYP from which the Pending Actions are coming is non-editable.

My client needs a bunch of Pending action items to be configured. What should be the process, if we cant create any custom action items?

Ex: If emp has disabled child, then they need to submit disability Form as pending action. As we dont have this name in the seeded pending actions, how to achieve this?
