I need to send an email notification to a department but only for those who has the PD

I have a case that i need to send email notification from performance document area but i need this email notification to be sent only for those who has the performance document as the current behavior that when i sent an email notification to department XX it goes to the whole employees hired in this department whether they have performance document or not
