Cannot create performance document

Hello experts,

I cannot create performance document on an individual level by the attached system page. The employee is eligible for this document after processing the batch and in addition I've noticed that if I run the document massive generation batch the document will be available.

The issue just occurs in the attached system page.

What could it depend on?
