Cannot hide submit button in performance document using page composer

We are trying to hide submit button from employee as well as manager evaluation for a specific performance document but when we click on the submit button inside the page composer tool, we are not able to see the option to make changes to the mentioned button. Please see screenshot below. Can we not hide submit button using page composer?
