Unable to create Performance Document for eligible employees

Summary:

I have 2 employees that have a goal plan assigned, are eligible, and have a line manager assigned but the performance documents are not getting created. I have run the Refresh Manager Hierarchy process as well. I don't see any missing attributes on their work assignment so I'm unsure why their documents are not getting created. I have checked the Import and Load logs as suggested in a support document but the error message doesn't give any detail. It states, "No objects can be loaded because no valid objects exist.
