Enrollment Window started outside of open enrollment period dates in error

When running the Evaluate Scheduled Event Participation process in DEV environment during the trial testing of open enrollment, employees processed as expected. However, when the same process was ran in Prod environment, there were a few employees that processed successfully, yet the enrollment window for their life event Open is outside of the open enrollment window configured in Plan Config. In the Enrollment work area of Benefits Administration, the Evaluated Life Event: Open occurred on 1/1/24 with an enrollment window started on 12/1/23. This is incorrect. The Evaluated Life Event: Open that occurred on 1/1/24 should display an enrollment window
