APIs to load performance document-manager's comment

I have a requirement to load performance document along with manager's comment more than 4000 characters.

I have to load performance document wherein the manager's comment is more than 4000 characters.

When trying to load through HDL, it's giving following error:

Data Line in the file is more than 4000 characters. For reporting purposes the data line will be truncated but all data will be transferred.

The value of Comments attribute is too long. Only values of fewer than 4000 characters can be loaded.

Kindly help me with API or HSDL template to achieve this requirement.
