How to use PerformanceDocEligibility HDL? It doesn't work.

Summary:

When I using  PerformanceDocEligibility HDL, it can be imported and loaded successfully. But I check employees' Performance Eligibility after loading, noting is been updated, they are still ineligibility.

Does anyone use this HDL template before? Or anyone have quick way to create Performance Eligibility for a mass of employees?
