How to configure Performance Document that is viewable by employee without an employee step.

We are attempting to create a performance document that only includes the manager evaluation of employee but want the employee to be able to see the comments and rating. I have included both the manager and employee roles and have ratings and comments required for the manager but optional for the employee. The manager view works fine but the employee is unable to see the rating or comments. Has anyone configured a similar document successfully?
