If Manager is doing Manager Evaluation and when he submit this task ,it goes for approval

If Manager is doing Manager Evaluation and when he submit this task ,it goes for approval ,after this even if it is not approved, manager do have access to complete button, which will eventually bypass approval and under moderation.
