Can we restrict checklist templates based country/ Legal entity ?

Based on this customer connect link https://community.oracle.com/customerconnect/discussion/532820/can-i-restrict-the-checklist-templates-visibility, we cannot restrict checklist templates based on country.

However there is another customer connect link : https://community.oracle.com/customerconnect/discussion/640872/how-to-restrict-visibility-of-checklist-journey-by-country, where it is said that it is possible to restrict checklist templates using eligibility profiles.

But when we tried to restrict checklist templates based on legal entity using eligibility profiles, it is not working, employees can still see checklist templates.

Can we have the confirmation on whether checklist templates can be restricted based country/ Legal entity ?
