EOI - Interim Plan is not getting created when the plan is suspended with max coverage amount

Summary:

EOI - Interim Plan is not getting created when the plan is suspended with max coverage amount. OUr requirement is that if an employee coverage(calc from salary) is greater than 15K then, we need to get the plan suspended and an interim plan should be created with 15k. Once the employee submits proof of good health, then his coverage can be greater than 15k.

With the Benefits certification set up, O'm able to suspend, but Interim plan is not getting created.

We have only one option at Plan level. thinking we may need other option, i had created an other option with interim rules, but still no luck.
