Steps to add new user in new IDCS

Content (please ensure you mask any confidential information):

I added a user in the new IDCS view/experience. However, when I go into PBCS Access Control, I do not see them. What are all the steps needed to add a user in the new IDCS?

Added them here.

Added them to the sign in group

Then added them to the integrated app

What other steps are there to adding a user now? Is there a place to add Roles, like before?
