User able to query inactive items in shop requisitions page

Our catalogs were defined as below. Even though Item status is changed to Inactive, items appearing in the Shopping page, because there was an active BPA for that item. I feel it should not look for BPAs, once the item was inactivated. How to restrict these Inactive Items in the Shopping page, without expiring existing BPAs (its an additional task).
