Paygroup RestApi Issue

Error 403 invoking Paygroup Restapi

I'm trying to invoke GET Restapi fscmRestApi/resources/11.13.18.05/incentiveCompensationPayGroups/

with Postman:

Authorization: Basic Auth (the same user through we manage Paygroup in Fusion for displaying and creating)

Headers: Key-->Content-Type, Value--> application/json

Body: raw

Params: null

After sending, we ever receive error "403 forbidden".

We tried to send a different request with similar parameters and we can retrieve response correctly (fscmRestApi/resources/11.13.18.05/invoices/)
