Withdrawal of time cards is raising to many notifications

When a worker has submitted a time card, only one approval notification is raised (to line manager).

Then, before approval has been submitted, the worker edit the time card, thereby creating withdrawal for prior notification. This is raising a notification FYI, but now it is for each entry, and not one notification for the entre time card. Can anyone help us out how to change to only one notification/task on withdrawal?
